Netherlands helps train Vietnam to tackle torture

The Dutch Ministry of Foreign Affairs in collaboration with Clingendael Academy of the Netherlands opened a training course for Vietnamese officials on the implementation of the UN Convention Against Torture (UNCAT) at the academy on October 1.

Hanoi (VNA) – The Dutch Ministry of Foreign Affairs in collaborationwith Clingendael Academy of the Netherlands opened a training course forVietnamese officials on the implementation of the UN Convention Against Torture(UNCAT) at the academy on October 1.

The course is part of the second phase of acooperation programme between the two countries’ government, following threecourses in the first phase.

Speaking at the opening ceremony, VietnameseAmbassador to the Netherlands Ngo Thi Hoa lauded the programme’s contributionsto improving the capacity of Vietnamese officials of the Ministry of PublicSecurity and related ministries.

She took the occasion to thank the DutchMinistry of Foreign Affairs and the Clingendael Academy for their assistance,hoping that the second phase of the programme will be also a success.

Lt. Gen. Nguyen Ngoc Anh, who leads thePublic Security Ministry delegation to attend the training course, affirmed theNetherlands’ experience in carrying out the UNCAT has been disseminated toVietnamese officials from the central to local level.

Anh said Vietnam’s legal regulations havebeen revised and supplemented in conformity with international conventions,including the UNCAT.

The country will submit a report on UNCATimplementation to the United Nations in its upcoming session slated forNovember in Geneva, Switzerland, he said, adding Vietnam will continuepromoting and ensuring human rights, and maintain cooperation with theinternational community in this work.

The training programme began in 2015, withits courses held in Vietnam and the Netherlands in turn.-VNA
