Party leader underlines importance of personnel issues in preparing for National Party Congress

Party General Secretary and State President Nguyen Phu Trong hasstressed that personnel preparations for the 13th National PartyCongress are of extremely importance and a factor ensuring the success of thecongress as well as the successful implementation of the co🦩ngress’sresolutions.

In an articlepublished by the press on April 27, the Party and State leader highlighted issuesthat need special attention in the personnel preparation for the approaching13th National Party Congress, slated for the first quarter of 2021. The 13th NationalParty Congress is a political event of great significance that will set upfuture orientations and encourage the entire Party, people and army to pushahead with the reforms comprehensively and synchronously, thereby developingthe country in a fast and sustainable manner. The two mostimportant contents of each national Party congress are the document andpersonnel-related work. Particularly, the personnel preparation is of utmostimportance as it is the decisive factor in the success of a congress and thesuccessful implementation of the event’s resolutions. Given this, theParty and State leader’s article emphasised the role and significance ofpersonnel preparations, requirements for the personnel work of the 13thNational Congress, along with the implementation content and methods. According to him, inany revolutionary periods, cadres always play the decisive role, and thepersonnel work is not only the key to the Party building but it is also vitalto all activities of the Party and the success or failure of the revolution. He wrote that duringthe process of leading the revolution, the Party always affirms that thepersonnel work is decided by the political line and serves political tasks, soaside from preparing the political line, it is also necessary to actively makepersonnel preparations.
Regardingpreparing personnel for the Party Central Committee, the Politburo, theSecretariat, and key positions of the Party and the State, the leader notedthat the Party Central Committee is the highest leading body between the twoParty congresses, the combat staff, the core of political leadership, and thecentre of solidarity and unity of the whole Party and nation. Members of thecommittee are of strategic importance and are the quintessence of the Party. After nearly35 years of reform and more than 20 years of implementing the resolution adoptedat the third plenum of the eighth Party Central Committee on personnel strategy,the contingent of cadres in the country has made developments in multipleaspects with quality unceasingly enhanced, thus step by step meeting therequirements of the era of industrialisation, modernisation, and internationalintegration. However,the Party leader pointed out existing problems in the contingent of cadres,such as a lack of outstanding leaders, managers, scientists and experts indiverse fields. A number of young cadres even showed degradation in politicalideology, ethics and lifestyle. Henoted that some cadres holding leading and managerial positions, including athigh levels, had low prestige and violated regulations. Not a few managers ofstate-owned enterprises have taken advantage of legal loopholes andintentionally breaching regulations for personal interests, thus causing seriouslosses of State capital and property. Since thebeginning of the 12th tenure, the Party Central Committee, the Politburo, the PartyCentral Committee’s Secretariat, and the Party Central Committee’s InspectionCommission have had to impose disciplinary measures against nearly 100 high-rankingofficials under the management of the Party Central Committee. Some were even subjectto criminal proceedings. Theleader said the 13th National Party Congress is taking place in thecontext of complicated and unpredictable developments in the region and theworld. While peace, cooperation and development are still the major trends, threatsposed by traditional and non-traditional security and climate change have beenincreasing. Thefourth Industrial Revolution, the strong development of the knowledge-based anddigital economy, and the trend of internationalisation of human resourcespresent both opportunities and challenges for the country, he said, adding thatinside the country, the cause of Doi Moi (renewal) and internationalintegration has been intensified, and the position of Vietnam in the globe hasbeen elevated, creating a premise for the nation’s rapid and sustainabledevelopment. At thesame time, the Party and State leader pointed out four risks facing the Party’srevolutionary cause, which are lagging behind in term of economy; deviationfrom the socialist orientation; corruption and bureaucracy; and peacefulevolution.
Thisis also the time of the transfer between the generations of cadres who were bornand trained in the wartime, and those who were born and grew up in the peacetime and trained in countries with different political institutions. Therefore,the tasks ahead of the Party are very heavy, Trong said. According to him, todeal with major issues of the country in the coming time, the Politburo and theParty Central Committee have to make thorough preparations so that the congresswill discuss and decide the personnel work for the 13th tenure, thus ensuringthe success of the congress and the implementation of its resolutions. The personnel work is extremely important, andcomplex, too, requiring the Party Central Committee, the Politburo, the PartyCentral Committee’s Secretariat and the whole political system to work with avery high sense of responsibility and in an impartial and scientific mannerthat puts the nation, Party and people’s interests above all, he said. Highlighting requirements for the 13th-tenureParty Central Committee, the leader noted that it must be a truly united, cleanand strong collective with high unanimity in both thought and action, strongpolitical firmness, taintless morals, persistence in the goals of nationalindependence and socialism, strategic vision, wisdom, an innovative andcreative mindset, and sufficient prestige and capability to lead the country inthe new development stage. Besides, he said,members of the 13th-tenure Party Central Committee must be the Party’s trueexemplars of political mettle, morality and work capability. Thecommittee should also has an appropriate structure of young cadres, female andethnic minority ones to ensure its comprehensive leadership. The number ofmembers from key locations and sectors must be increased, while ensuringinheritance, stability, innovation and continuous development of the committee. The personnelpreparation for the 13th national congress is the task of not only thepersonnel sub-committee, the Politburo, the Party Central Committee or itsSecretariat but also the entire political system, all-level Party committees,Party organisations, agencies, units and localities, he emphasised. He went on that the personnelwork must be done well right from Party congresses at lower levels so as tohelp make the best personnel preparations for the 13th national congress.
During the personnelselection and arrangement process, it is also important to have precise assessmentof cadres’ strong and weak points so as not to choose wrong persons. Additionally, it isnecessary to have appropriate personnel arrangement plans to bring into playthe strengths and limit the weaknesses of each person in order to create a strongand relatively perfect leadership apparatus, he said. He againstressed the responsibility of building a strong Party Central Committee,Political Bureau, and Party Central Committee’s Secretariat to fulfill theParty’s historical and political missions, build a clean and strong Party aswell as a developed country and bring wealth and happiness to people./.
