PM asks Duc Tho to become first new rural district in Ha Tinh
Prime Minister Nguyen Xuan Phuc has asked Duc Tho to work hard to become the first district in the central province of Ha Tinh recognised as a new-style rural areaby the end of 2018.

Ha Tinh (VNA) – Prime Minister Nguyen Xuan Phuc has asked DucTho to work hard to become the first district in the central province of HaTinh recognised as a new-style rural area by the end of 2018.
During a working session with officials of Duc Tho district on theoccasion of his working trip to the locality on July 21, the PM urgedauthorities of Ha Tinh and its Duc Tho district in particular to make more effortsto improve locals’ living conditions, towards sustainably promoting poverty reduction.
PM Phuc called on the local authorities to make new strides in implementing the national target programme on building new-style rural areas.
He spoke highly efforts made by the district’s authorities in thework, especially in building model gardens and residential areas, which help improveincomes for locals and contribute to preserving traditional culture values inthe community.
While stressing the goal of new-style rural area development, PM Phuc said thisis a big policy of the State which aims to bring a better life to the people.
Statistics show that Duc Tho mobilised nearly 2.6trillion VND (113.5 million USD) for building new-style rural areas over thelast eight years.
As many as 18 out of 27 communes in the district have met new-style rural area stardards.
Notably, agriculture accounts for only 22.2 percent of the district’s economicstructure. The trade and service field accounts for the largest proportion,with 45.8 percent. In 2017, the district’s annual per capita income stood at35.3 million VND, while the rate of poor households was only 4.9 percent.
The building of model gardens and residential areas is the highlight in the new-style rural development in Duc Tho, showing the local authorities’renovation in the work.
A total of 147 residential areas and 755 gardens of thiskind were formed in the locality, laying a foundation for building new-stylerural areas in a sustainable manner in Ha Tinh.
The local authorities have also mapped out a plan to streamline administrativeunits, with the target of having only 13 communes by 2025, down 15 compared to thecurrent figure, helping reduce expenditure of 25 billion VND per year.
The PM underlined the need for the locality to do better the work of buildingand consolidating the political system, and streamlining administrative apparatus,towards people’s greater satisfaction.

The average household poverty rate in Vietnam dropped by 1.51 percent from 2016 to 6.72 percent in 2017, according to the national target programme on sustainable poverty reduction.
Many localities has recorded high gross regional domestic product (GRDP) in the first six months of 2018, led by the central province of Ha Tinh with 32.94 percent, reported the General Statistics Office (GSO).
Vietnam has to date had 3,370 communes, or 37.76 percent of the total, recognised as new-style rural areas, according to the Central Coordination Office for New Styled Rural Development.
As many as 294 out of the 386 communes in Hanoi, or 76.16 percent, have been recognised as new-style rural areas, said the municipal steering board of the programme on agriculture development and new-style rural area construction for 2016-2020.
Prime Minister Nguyen Xuan Phuc has underscored the need to spread the model of “good people, good deeds”, thus contributing to the popularisation of a national emulation campaign.
The programmes have brought about positive changes to rural infrastructure, comprehensively improved the material and spiritual lives of farmers, and contributed to Vietnam's economic restructuring, said PM Pham Minh Chinh.
The festival highlighted the contributions and robust development of Vietnam's revolutionary press over the past century while promoting press products and showcasing the creativity of Vietnamese journalists.
The programme on sustainable poverty reduction has achieved its annual targets for reducing the poverty rate as assigned by the National Assembly and the Government. It has fulfilled five specific objectives and five five-year goals, and met nine out of 12 indicators related to addressing basic social service shortages.
