PM chairs Government law-building meeting

Hanoi (VNA) - Prime Minister Pham Minh Chinh, head of the Steering Committee for reviewing and untangling knots in the legal document system, presided over a meeting on law-building between permanent Government members and representatives of ministries and sectors on August 20.

Participants listened to reports and discussed the policy contents of the draft Law on Management and Investment of State Capital in Enterprises; the draft Law on Corporate Income Tax (amended); the draft Law on Special Consumption Tax (amended), the draft Law on Teachers; the draft Law on Digital Technology Industry; the draft Law amending and supplementing a number of articles of the Law on Vietnam People's Army Officers.

Following the discussion, PM Chinh commended ministries and sectors for the preparation of the draft laws. He required them to seriously study the opinions raised at the meeting and further refine the bills, while emphasising additional guiding principles and major directions in the process of developing law projects.

For the Law on Management and Investment of State Capital in Enterprises, the PM requested to focus on removing difficulties and obstacles to mobilise and effectively use resources, saying that it is necessary to design mechanisms and policies to free up resources in enterprises, and enhance the autonomy and self-responsibility of enterprises.

Regarding the draft Law on Corporate Income Tax (amended), the PM said this law affects many industries, businesses, and people, stressing that the law should stipulate tax policies that both ensure the promotion of production and business and limit negative impacts on socio-economic development and people, in the spirit of harmonising interests between people, businesses, and the State.

The Law on Digital Technology Industry must fully institutionalise and synchronise resolutions and conclusions of the Party Central Committee and resolutions of the National Assembly and the Government on contents related to the development of the digital technology industry, the PM said.

Regarding the draft Law amending and supplementing a number of articles of the Law on Vietnam People's Army Officers, the PM pointed out that the law must institutionalise the Party's guidelines and the State's policies on building the Vietnam People's Army, including officers; amending and supplementing regulations to overcome difficulties and inadequacies and ensure compliance with reality.

🔴 He requested the compiling agencies to collect opinions of relevant agencies and organisations, and promptly complete the draft laws to submit to the Government at the thematic session on law-making in August, and to the National Assembly for consideration and decision, ensuring the schedule and quality./.
