PM issues disciplinary decision against former HCM City leader
According to Decisions No. 1720/QD-TTg, Le Thanh Hai was removed from the title of the Chairman of the city People’s Committee and other positions he once held for violations and wrongdoings while performing his duties.

Hanoi (VNA) – Prime Minister Pham Minh Chinh has issued a decision implementing disciplinary measures against Le Thanh Hai, former Chairman of the Ho Chi Minh City People’s Committee.
According to Decisions No. 1720/QD-TTg, Hai was removed from the title of the Chairman of the city People’s Committee and other positions he once held for violations and wrongdoings while performing his duties, for which he had also received disciplinary measures from the Party Central Committee. The disciplinary period is counted from the date of the issuance of the Party Central Committee’s Decision No. 1261-QDNS/TW on May 21, 2024.
The PM also issued Decision No. 1721/QD-TTg imposing the disciplinary action of termination of employment on Nguyen Ba Hoan, Deputy Minister of Home Affairs, due to violations and wrongdoings in his duties.
The Party Central Committee's Secretariat has also removed him from the Party, effective from the date of Decision No. 2221-QDNS/TW on June 27, 2025.
Both decisions take effect from the signing date of August 12./.
Based on the nature, extent, and consequences of the violations, and in accordance with the Party's disciplinary regulations, the Secretariat decided to expel Thuan, Chanh, and Tien from the Party.
The Politburo and Secretariat of the Party Central Committee issued disciplinary measures against some Party members with wrongdoings and shortcomings at a meeting in Hanoi on January 10.
