PM urges accelerating administrative procedure reform

Hanoi, (VNA) – Prime Minister Nguyen Xuan Phuc has stressedthat the reform of administrative procedures must be accelerated to bolstergrowth, noting that the public and business community still complain aboutprolonged and cumbersome administrative processes in many State agencies.

At a working session with the Administrative Procedure ControlDepartment and the Advisory Council for Administrative Procedure Reform onAugust 16, the PM said the top requirement at present is to cut procedures inorder to complete the disbursement of 1,500 trillion VND (6.6 billion USD) of investmentcapital from all sources within this year.

He also requested improving taxation and customs procedures to boostexport, which is a key factor to growth.

PM Phuc repeated the requirement to reduce expenses for enterprises andto limit inspections and audits to just once a year for each enterprise.

According to the advisory council, despite the drastic instructions ofthe Government and Prime Minister, ministries, sectors and localadministrations continue to issue or maintain unreasonable regulations, thushindering business and production activities as well as people’s daily life.

The council said the drafting and promulgation of policies andadministrative procedures are still influenced by the “ask-give” mechanism,partial thinking and vested interest.

Therefore, the Government’s Office asked the PM for permission to carryout independent review of all regulations on administrative procedures asstipulated in legal documents issued by localities since 2015 up to now, with aview to detecting and revising unnecessary, unreasonable and illegalprocedures.

On behalf of the business community, Chairman of the Young EntrepreneursAssociation Bui Van Quan said the problem lies in the implementation despitethe resolve at the central level.

Chairman of the Vietnam Bar Federation Do Ngoc Thinh was also of theview that while the reform policy is in the right direction, the enforcementremains weak.

“The bottleneck in the process of reforming institutions and policieslies in the departments (of ministries),” Director of the Central Institute forEconomic Management Nguyen Dinh Cung said. He called on ministers to be moresensitive to difficulties faced by enterprises in order to make suitableinstructions.-VNA
