Hanoi(VNA) – Deputy Prime Minister Vuong Dinh Hue has approved a project on buildingnew-style rural areas in 27 border communes of central Nghe An province, aimingto boost local socio-economic development and ensuring security-defence.
The 27 communes covermore than 472,200 hectares and span the six districts of Ky Son, Tuong Duong,Con Cuong, Que Phong, Anh Son and Thanh Chuong.
The project, whichwill be implemented from now until 2020, is expected to improve the localities’infrastructure system, economic structure, production model, as well as enhancelocals’ literacy, protect the environment and strengthen the political system.
In 2020, on average,each commune is set to complete 11.4 out of 19 criteria of the new-style ruralarea building programme, with per capita income reaching over 22.9 million VNDper year. The ratio of poor households under the multi-dimensional povertystandards is hoped to reduce to 30 percent.
By the end of 2020, 10communes are expected to fulfil the criteria on locals’ income; all 27 communescomplete the employment criteria; and 19 meet the production organisationstandard.
Capital for theprojects will be partly mobilised from businesses and local residents.
The project gives anumber of solutions to reach the goals, including promoting communications tostrengthen consensus in the community, encouraging locals to transform theirproduction, and enhancing linkage in production and sale of products.
It specifies a numberof support policies for the localities in implementing the project, whileencouraging businesses, including those from Laos, to foster connections withfarmers in selling products.
Alongside, localitiesare advised to focus on developing their strong products and buildingproduction models applying high technology.-VNA
It is necessary to continue assessing public satisfaction with outcomes of new-style rural area building seriously in order to promote responsibility and role of the Vietnam Fatherland Front in the work.
About 31.4 trillion VND (1.38 billion USD) was used in building new-style rural areas in 2017, heard a conference held by the Central Coordination Office on New Rural Development on January 8.
The programmes have brought about positive changes to rural infrastructure, comprehensively improved the material and spiritual lives of farmers, and contributed to Vietnam's economic restructuring, said PM Pham Minh Chinh.

The programme on sustainable poverty reduction has achieved its annual targets for reducing the poverty rate as assigned by the National Assembly and the Government. It has fulfilled five specific objectives and five five-year goals, and met nine out of 12 indicators related to addressing basic social service shortages.
