Reviewing legal documents needed to facilitate development: PM

Hanoi (VNA) - Prime Minister Pham Minh Chinh, head of the steering committee for reviewing and untangling knots in the legal document system, requested accelerating the review of such documents to clear obstacles and promote development while chairing the second meeting of the committee on August 7.

The Government leader acknowledged and valued the Ministry of Justice - the standing body of the steering committee, as well as other ministries, sectors, localities, and committees and agencies of the National Assembly for their collective efforts in reviewing and resolving shortcomings in the legal document system. He also applauded the practical opinions of delegates at this meeting.

The work must be based on practical realities, using them as the gauge of effectiveness, he stressed, adding that the contents that have been included in the pilot resolutions of the NA should be studied and incorporated into laws.

He emphasised the principle that amending and supplementing laws must focus on urgent and truly necessary issues, aiming to create breakthroughs and resolve difficulties towards promoting growth, controlling inflation, stabilising the economy, and ensuring major balances.

Attention should be paid to decentralisation, administrative reform, and the elimination of the “ask-give” mechanism, thus reducing inconvenience and harassment for people and businesses, and perfecting the legal system.

The PM requested the steering committee, relevant ministries, sectors, and localities to conduct thorough research, ensuring fairness, objectivity, and transparency, and to prevent group interests in law-making. He also underlined the need to assess the impact and ensure the certainty, feasibility, and effectiveness of the laws.

He asked for closer and more effective coordination between the Ministry of Justice and relevant ministries, sectors, localities, and committees and agencies of the NA in the work, and requested the standing body of the steering committee to flexibly organise conferences and seminars to gather opinions from experts and scientists to create consensus on issues with contentious contents.

The PM suggested ministries and sectors to allocate resources for this task and strive to complete documents which will be sent to the standing body before September 10, 2024, and the Government no later than September 20, for submission to the 15th National Assemb♍ly's 8th session./.
