Special mechanisms, policies needed for Hanoi to make breakthroughs: top legislator

Hanoi (VNA) – Hanoi must take more decisive actions to restructure its economy in alignment with renewing growth model, prioritising resources to successfully implement strategic breakthroughs and addressing bottlenecks in institutions, infrastructure, and human resources, said National Assembly Chairman Tran Thanh Man at the 20th meeting of the municipal People’s Council for the 2021 – 2026 tenure on December 9.

In his remarks, the top legislator urged the municipal authorities to proactively implement the Capital Law with special mechanisms and policies to make breakthroughs, creating motivation to become a leading locality in the region and the country.

Man congratulated the Party Committee, People's Council, People's Committee, the Fatherland Front Committee, political and social organisations, and the people of Hanoi on recent achievements, and thanked local residents, officials, and soldiers for their regular and effective support for activities of central agencies, diplomatic missions, and international organisations in the capital city in recent times.

He requested the People's Council to effectively implement its duties assigned under the new laws recently approved at the 15th NA’s eighth session, especially those regarding land, bidding, and public asset management and use.

The leader also urged great efforts to organise all-level Party Congresses, towards the 14th National Party Congress, and the elections of deputies to the 16th-tenure NA and all-level People's Councils for the 2026 - 2031 term, as well as determination to complete the reorganisation and streamlining of the political apparatus.

The top legislator asked Hanoi to effectively resolve slow-moving projects; maximise land resources; prioritise resources to create stronger breakthroughs in developing a harmonious, smart, and modern infrastructure system with high connectivity; focus on managing planning in tandem with implementation plans in economic, cultural, and social sectors; and take fundamental, concerted, and feasible solutions to deal with the problems of environmental pollution, waste, wastewater, air pollution, and floods.

Special attention must be paid to preventing corruption, wastefulness, and other negative phenomenon, he noted.

The People's Council should continue to promote the spirit of innovation in its operations, always be a "typical model" in innovating mindset in the process of law-making, and pay heed to monitoring law compliance by state management agencies and judicial agencies, in order to improve the effectiveness and efficiency of the city's administrative apparatus at all levels, he said.

♋ Hanoi's breakthrough development holds significant importance not only for the capital itself but also for the nation’s socio-economic development, Man stressed, expressing his belief that the Party Committee, authorities, the Fatherland Front Committee, and the people of Hanoi will continue to uphold solidarity and strive to overcome challenges to make Hanoi become a more civilised and modern capital, significantly contributing to the country's renewal and development./.
