Vietnam supports the efforts of theAfrican Union and the African Union’s Mission in Somalia (AMISOM) tomaintain stability and security in and around Mogadishu in hazardouscircumstances.
Ambassador Le Luong Minh, Vietnam ’sPermanent Representative to the UN Security Council, stated this at thecouncil’s briefing on Somalia in New York on October 8.
“We welcome and support the decision by the African Union to increaseAMISOM’s strength to its mandated troop levels and its call for theinternational community to continue supporting AMISOM’s deployment andoperations,” he said.
He also confirmed that Vietnam supports the approach set out in theSecretary-General’s April report, which asks the Department forPeacekeeping Operations, in consultation with the African Union, tocontinue with its efforts to develop and refine existing contingencyplans that will allow for an eventual transition from AMISOM to a UNpeacekeeping operation if the security conditions on the ground permit.
The Vietnamese ambassador who chaired the council’s briefing called forclose cooperation and an effective partnership between the UnitedNations Political Office for Somalia (UNPOS), the Inter-GovernmentalAuthority on Development (IGAD), the African Union (AU) and the Leagueof Arab States (LAS) in dealing with the situation in Somalia with aview to bringing about lasting peace and security throughout theregion.
Minh applauded the significant progress made by the TransitionalFederal Government (TFG) in fostering national reconciliation,sustaining dialogue with opposition groups, improving the capacity oflocal government and building up a national security apparatus.
He praised President Sheikh Sharif Ahmed’s initiative to establish aCommission for Security and Pacification, which is tasked withreforming Somalia ’s security forces and all law enforcement agencies.
“We welcome his commitment to fully implement the Djibouti Agreement inorder to find a lasting peace in this war-torn country and call uponall opposition groups which remain outside the Djibouti Agreement toput down their arms, renounce violence and join the reconciliationprocess,” he said.
The Vietnamese representative, however, expressed his concern about thedeteriorating humanitarian situation in Somalia , with more than 250thousand people displaced and 3.7 million people in dire need ofhumanitarian support due to intense fighting in Mogadishu , growinginsecurity in much of southern and central Somalia and drought.
He also called upon the international community to provide immediateand concrete support to the TFG to repel the onslaught of extremistforces, which are intent on destroying the Djibouti peace process, andenable the Government to exercise its authority throughout the countryfor the sake of the Somali people.
On the same day, as the UNSC President, Ambassador Minh issued thecouncil’s press statement condemning a terrorist attack near the IndianEmbassy in Kabul , Afghanistan./.
