Vietnam benefits by advancing policy communications for OVs

The strengthening of policy communication for Overseas Vietnamese helps Vietnamese compatriots to share ideas, thoughts and aspirations, contributing to strengthening the national solidarity bloc.

Hanoi (VNA)- 𒈔Disseminating laws and policies for overseas Vietnamese is a crucial task demonstrating the motto "take one step ahead" helping Vietnamese compatriots to understand the Party's guidelines, policies and government law.

The information was heard in a conference on providing information to the press on human rights work and foreign affairs held by the Department of External Information, under the Ministry of Information and Communications on December 8. Addressing the event, Dr. Le Ve Quoc, Director of the Department of Legal Dissemination and Education under the Ministry of Justice said that when overseas Vietnamese have a sound understanding about the Party and the State’s policies and guidelines, they can participate in commenting and giving feedback for relevant draft legal policies.  Thereby, overseas Vietnamese will voice difficulties, thoughts and aspirations to the Party, State and compatriots at home, contributing to strengthening the national solidarity bloc.
Director Le Ve Quoc affirmed that when overseas Vietnamese have a deep understanding about their responsibilities to the homeland, they will help to perfect policies and institutions. Director General Le Ve Quoc stated that Conclusion No. 12-KL/TW dated August 12, 2021 of the Politburo on the work of overseas Vietnamese in the new context. It also set out the task of renewing the content and methods on disseminating external information in order to have timely information about the country's situation and policies of the Party and State to the overseas Vietnamese community. This will effectively promote the initiatives and opinions of experts, Vietnamese intellectuals and entrepreneurs abroad. Determining that communication on draft policies for overseas Vietnamese is a specific activity, Dr. Le Ve Quoc said that it is necessary to diversify communication activities on draft legal policies for overseas Vietnamese Vietnamese in appropriate and effective works. An example would be developing brief and easy-to-understand draft communication documents which can be translated into a common foreign language. Also, organizing communication on specialized mass media for overseas Vietnamese (with focus is on VTV4 channel of Vietnam Television Station as well as external information channel of the Voice of Vietnam Radio, Vietnam News Agency). In addition, Dr. Le Ve Quoc said that increasing the application of information technology and digital transformation through websites also plays a significant role.
 “We recommend to strengthen training, improve capacity and professionalism, and skills on organization of policy communication for reporters, editors, and press managers to participate in implementing the task effectively,” said Mr. Le Ve Quoc. Besides, Mr. Le Ve Quoc also suggested that there should be a mechanism for press agencies to coordinate and participate in policy communications. This would include placing orders and assigning policy communication tasks to news agencies, among others to ensure this activity is deployed stably and sustainably. Speaking at the conference, Director of the Department of External Information Pham Anh Tuan said that it is necessary to strengthen a close and active coordination from information and communication agencies. Their units would be in charge of drafting documents, diplomatic agencies in communication draft policies for overseas Vietnamese. This would ensure multidimensional, objective, official, accurate and complete information in order to improve the quality of legal documents.
Currently, the overseas Vietnamese community has about 5.3 million people living and working in 130 countries and territories with over 80 percent of them in developed countries. The vast majority of them lead a stable and lawful life and fully integrate into their host societies. In the past five years, foreign remittances to Vietnam have totalled over USD 71 billion (recording an average increase of 6 percent/year), contributing to improving Vietnam’s payment balance and increasing the foreign exchange reserves. The building as well as organization and personnel work have witnessed positive improvement with higher working quality and better coordination between associations at different levels./.
