Vietnam and Bulgaria issued a joint communiqué on the outcomes of PrimeMinister Nguyen Tan Dung’s official visit to Bulgaria.
The following is the full text of the statement.
1. At the invitation of the Prime Minister of the Republicof Bulgaria Boyko Borissov, the Prime Minister of the Socialist Republicof Vietnam Nguyen Tan Dung paid an official visit to the Republic ofBulgaria on 4 – 6 June 2015. During the visit, Prime Minister Nguyen TanDung held talks with Prime Minister Boyko Borissov, called on thePresident of the Republic of Bulgaria Posen Plevneliev and the Speakerof the National Assembly Tsetska Tsacheva, and attended the Vietnam –Bulgaria business dialogue.
2. Bulgarianleaders reaffirmed that Vietnam is an important partner of Bulgaria inSoutheast Asia and Asia-Pacific and highly valued the impressiveachievements of Vietnam in the social-economic development andinternational integration. Prime Minister Nguyen Tan Dung praised theimportant accomplishments of Bulgaria in national aspect and as afull-fledged member of the European Union and reasserted that Vietnamhas always treasured the relations with traditional friends, includingBulgaria.
3. The two sides appreciatedthe outcome of the bilateral cooperation over the past 65 years sincethe establishment of diplomatic ties between the two countries in 1950,highlighted the tradition of Bulgaria – Vietnam friendship andcooperation, and noted with satisfaction the vigorous development of thebilateral dialogue and cooperation in recent years, especially theagreement between the leaders of the two countries to promote thebilateral relations towards strategic partnership.
4. The two sides underlined the importance of contacts andmeetings between the leaders of the two States, Governments and NationalAssemblies in recent years. Both sides agreed to maintain regularhigh-level contacts and promote greater exchanges at all levels and inall areas of cooperation between Bulgaria and Vietnam.
5. Prime Minister Boyko Borissov and Prime Minister NguyenTan Dung reaffirmed the agreement to develop the “New Model of EconomicCooperation between the Republic of Bulgaria and the Socialist Republicof Vietnam”, adopted during the state visit of the President of Bulgariato Vietnam (27 – 31 October 2013). The two sides welcomed recentprogress towards the development of such a model; emphasized theimportance of economic cooperation exchanges between the two countriesto determine cooperation areas and projects towards diversifyingbilateral trade and investment ties and optimizing the advantages ofeach country as well as complementary advantages in economicdevelopment.
6. On that note, the twoleaders reiterated the role of the Joint Commission on Economic, Trade,Scientific and Technical Cooperation between the Governments of Bulgariaand Vietnam in promoting bilateral cooperation in the economic fieldand other areas. The two sides agreed that at the next meeting of theJoint Commission expected to take place in the 4 th quarter of 2015,both sides would identify more concrete measures to further developbilateral economic cooperation in fields of mutual interest as agreed bythe leaders of both countries.

Thetwo Prime Ministers reaffirmed their willingness to encourage andfacilitate agencies and businesses of both countries to cooperate and todo business in areas where both sides have strengths and demands,including transport infrastructure, irrigation, raw materials for thetextile and garment industry, power and renewable energy, energysecurity and energy efficiency, chemicals and pharmaceutical products,information technology, bio-technology, aquaculture, post-harvestprocessing, tobacco processing, sustainable tourism, and preservationand restoration of relics.
8. The twoleaders underlined the importance of cooperation outcomes in education,training, culture, tourism, science and technology, especially throughthe implementation of bilateral cooperation programmes. Both sidesbelieved that these achievements constitute the basis for both countriesto enhance further their cooperation in the future. The two sideshighlighted the importance of promotion activities to introduce theircountries and peoples as well as exchanges between training, research,cultural and tourist agencies of both countries in celebrating the 65 thanniversary of Vietnam-Bulgaria diplomatic relations.
9. The two sides confirmed the importance of theAgreement on Scientific Cooperation between the Bulgarian Academy ofSciences and the Vietnam Academy of Science and Technology, signed in2014, for expanding the spheres of cooperation in the field of scienceand technology. Both sides noted the start of the first joint projectsbetween institutes affiliated to the two Academies in scientific areasof common interest, including electronics, organic chemistry andphytochemistry, information and communication technologies, nanomaterials. It was agreed that both sides will exert efforts forencouraging direct contacts between the respective scientificinstitutes.
10. The two sides highlyappreciated the bilateral cooperation in the area of security andwelcomed the signing during the visit of the Agreement between theGovernment of the Republic of Bulgaria and the Government of theSocialist Republic of Vietnam on Cooperation in Preventing and CombatingCrime.
11. Both sides noted the importanceof cooperation in the field of defense, as well as the implementation ofthe MOU on defense cooperation signed in August 2013. The two sidesemphasized the need for cooperation in training, defense dialogue at alllevels, experience sharing in the fields of expertise as well asparticipation in the UN Peace-keeping Operations, engineering andmilitary medicine cooperation.
12. Both sideshighly appreciated the steps undertaken towards the implementation ofthe Memorandum of Legal and Judicial Cooperation between the Ministry ofJustice of the Republic of Bulgaria and the Ministry of Justice of theSocialist Republic of Vietnam from 2009 and welcomed the signing of theCooperation Programme between the Ministry of Justice of the Republicof Bulgaria and the Ministry of Justice of the Socialist Republic ofVietnam. The two sides emphasized the need of exchange of experience andexpertise in different fields of the cooperation in both legal andjudicial activities.
13. Bulgaria regardsVietnam as an important partner in development cooperation and iswilling to support the social-economic development of Vietnam throughthe relevant instruments and mechanism of development policy.
14. The two Prime Ministers were delighted to note thestrengthening of cooperation between the local authorities of the twocountries, as one of the key elements of Bulgaria – Vietnam relations.In that spirit, the two leaders welcomed the signing in 2014 of the MOUon cooperation between Varna and Da Nang as well as the MOUs oncooperation between Sofia and Ho Chi Minh City, between Ruse and Can Thoin the framework of this visit.
15. The twosides highlighted the contribution of the Vietnamese community inBulgaria in preserving and promoting the traditional friendship andcooperation between the two countries. The two sides emphasized thatthey would continue to create favorable conditions for the Vietnamesecommunity in Bulgaria and the Bulgarian citizens living in Vietnam inpromoting their role as the bridge connecting both countries andpeoples.
16. The two sides committed tofurther strengthen cooperation at the United Nations, including mutualsupport of candidatures, the Asia-Europe Meeting (ASEM), EU – ASEANcooperation mechanisms as well as at other international organizationsand forums.
17. Bulgaria reaffirmed itscontinued support, as an EU Member State and within the Europeanframework, for the EU and Vietnam to strengthen relations, thecompletion of the ratification of the EU – Vietnam Framework Agreementon Comprehensive Partnership and Cooperation (PCA). The Bulgarian sidealso supported the early conclusion of negotiations for the EU – VietnamFree Trade Agreement (EVFTA) with the understanding that the completionof the EVFTA will further strengthen the relations between Bulgaria andVietnam and will help Vietnam integrate successfully as a marketeconomy into the global economy. As an active member of ASEAN and otherregional integration mechanisms, Vietnam expressed its readiness to actas a bridge to facilitate Bulgaria to strengthen cooperation with ASEANas well as with the Asia-Pacific region.
18.The two sides agreed to maintain close cooperation in implementingDanube and Mekong sub-regional cooperation projects under the frameworkof the ASEM Sustainable Development Dialogue with the participation ofcentral and local institutions. The two sides highly appreciated theoutcomes of the 4 th ASEM Sustainable Development Dialogue under thetheme “Strengthening concerted actions on water management through thePost-2015 Agenda” held in Ben Tre province in Vietnam in June 2015 andwelcomed Bulgaria to host the 5 th ASEM Sustainable DevelopmentDialogue in 2016.
19. The two sidesunderpinned the close bond between the two countries in maintainingworld peace and strengthening joint efforts to respond to globalchallenges and promote common prosperity. Highlighting the central roleof the United Nations the two Prime Ministers reiterated the positionthat all international and regional disputes must be settled by peacefulmeans in conformity with international law, avoiding unilateral actsthat escalate tensions, threaten peace, security and stability.
20. Bulgarian Prime Minister Boyko Borissov expressed hisbelief that the outcomes of the official visit to Bulgaria of PrimeMinister Nguyen Tan Dung would contribute to further enhancingfriendship and cooperation between Bulgaria and Vietnam.
