Vietnam condemns violence against civilians in Somalia: Ambassador

Hanoi (VNA) –Vietnamese Ambassador Dang Dinh Quy on February 22 condemned violence andattacks targeting civilians in Somalia during a UN Security Council videoconferenceon the Somalia situation and activities of the UN Assistance Mission in theAfrican country (UNSOM).

SpecialRepresentative of the UN Secretary-General and head of the UNSOM James Swan,Special Representative of the Chairperson of the African Union Commission forSomalia and head of the African Union Mission in Somalia (AMISOM) FranciscoCaetano José Madeira, and Managing Director of the EU’s European ExternalAction Service Rita Laranjinha presented reports at the event. SomaliForeign Minister Mohamed Abdirizak Mohamud Abubakar also deliveredremarks.
Speakers notedthat the Government and federal member states of Somalia have made dialogueefforts to resolve disagreements over election processes, but expressed regretthat these dialogues haven’t reached any agreements recently.

They appealedto relevant sides to soon resume negotiations and hold elections in accordance withthe deal secured on September 17, 2020.

Some participantsalso voiced concern over the Al-Shabaab militant group’s terrorist attacksusing improvised explosive devices and suicide bombings targeting civilians andsecurity and international forces there.

They heldthat Somalia has continued to face a humanitarian crisis caused by impacts of floods,locusts, and COVID-19, asking the international community to keep assisting itsgovernment and people to weather this challenge.

In hisspeech, Ambassador Quy, Permanent Representative of Vietnam to the UN, calledon the Somalia Government and federal member states to promptly resume talksand set aside differences to achieve a political agreement about the time andplan for elections.

The diplomatalso showed his concern over and condemned the Al-Shabaab’s violence andattacks against civilians, urging the Somali Government to work closely with AMISOMto carry out security ensuring measures.

Quy recommendedthe UN, as well as regional and international organisations, boost aid for thecountry via humanitarian programmes and economic development projects, while reiterating Vietnam’s support for Somalia in its efforts towards peace, stability, anddevelopment.

The UNSOMwas set up in 2013 with a view to assisting the peace and reconciliationprocess and the capacity building for the Somali Government. Since then, the UNSecurity Council has maintained meetings every three months to listen to reports on themission’s activities./.
