Vietnam hands over systems to help Laos boost digital transformation

The Vietnamese Ministry of Information and Communications handed over a platform for massive open online courses (MOOCs) and a security operations centre (SOC) system to the Lao Ministry of Technology and Communications on January 11.

Vientiane (VNA) – The Vietnamese Ministry ofInformation and Communications handed over a platform for massive open online courses(MOOCs) and a security operations centre (SOC) system to the Lao Ministry of Technologyand Communications on January 11.

These are two projects that the Vietnamese ministry assistedthe Lao side to develop under their memorandum of understanding signed onSeptember 1, 2021 and agreements reached at a meeting on October 11 the sameyear.

Handed over on the occasion of Prime Minister Pham Minh Chinh’sofficial visit to Laos, they are expected to help Laos accelerate digitaltransformation.

The MOOCs platform, developed by MobiFone of Vietnam and theVietnamese-invested Star Telecom (Unitel) of Laos, comprises three mainsections, namely digital transformation, specialised knowledge, and generalskills. It is hoped to help improve digital literacy in among cadres, civilservants, public employees and people in Laos.

Meanwhile, the SOC system was developed by the Authority ofInformation Security of Vietnam, the Department of Cyber Security of Laos, and StarTelecom. Its first phase was completed in December 2022. The system is expectedto help Laos check errors and loopholes in computer systems, and also exchangeinformation about cyber-attacks with the Vietnamese authority.

Director of the Lao Departmentof Cyber Security Khamla Sounnalat said the systems will generate enormousbenefits for Laos and help carry out its digital economy developmentstrategy by 2030./.
