Hanoi (VNA) – Experience in administrative decentralisation wasshared among Vietnamese and Moroccan law experts at a seminar held in Hanoion November 14.
The event, jointly held by the School of Law of the National University-Hanoi andthe Moroccan Embassy in Vietnam, is significant as it helps diversifycooperation between Vietnam and Morocco in the field, said Nguyen Thi Que Anh,Vice Dean of the School of Law.
Vietnam has renovated its administrative apparatus to ensure that it operates ina more democratic and effective way, she said, stressing that the change in the2013 Constitution, of which Chapter “People’s Council and People’s Committee”was revised into “Local Government”, is the biggest change in the country’sadministrative reform.
The National Assembly then passed the Law on Organisation of LocalAdministration in 2015 to concretise new articles in the 2013 Constitution, shehighlighted, saying that exchanging experience in administrativedecentralisation with foreign countries is necessary to realise the 2013Constitution.
Meanwhile,Professor Hassan Ouazzani Chahdi said that decentralisation means managinglocal authorities and promoting them to make significant contributions to thenation’s sustainable development goals.
Local governments have crucial roles in implementing the internationalcommunity’s activities like alleviating poverty, improving local people’saccess to basic services such as fresh water, hygiene, education andhealthcare, he added.-VNA
