100,000 social housing units to be built in 2025

Vietnam is now implementing the program on building at least 1 million social housing units for low-income earners and industrial park workers during 2021–2030.

According to the Ministry of Construction, 2025 will be a crucial time to achieve economic and social development goals, including the goal of building 100,000 social housing units.

Decisive actions to overcome bottlenecks

The Spring swallow is flying across the S-shaped land of Vietnam, bringing with it good signals, many new prospects, and renewed faith! With the results achieved in the "Year of the Dragon," Minister of Construction Nguyen Thanh Nghi emphasized that, 2025 will be an important moment to fulfill the construction sector's development goals, especially the construction of 100,000 social housing units. This will also be the time when the work of organizing and completing the institutional framework will be prioritized by the construction sector to manage more effectively, create a favorable legal environment for development, and ensure healthier and more sustainable development for the real estate market.

Decisively Clearing "Bottlenecks"

Throughout the process of renovation, construction, and national development, the Party and State have always been concerned with the development of housing for the people, especially social housing, to support low-income people and industrial workers, contributing to ensuring sustainable social security. As a result, from 2014 to the present, more than 195,000 social housing units have been completed nationwide for workers and industrial zone employees. Notably, implementing the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial workers in the 2021-2030 period," the country has so far launched 645 projects with a total of 581,218 housing units. In 2024 alone, 28 projects with a total of 20,284 social housing units have been completed (a 46% increase compared to 2023, equivalent to about 6,420 units); 23 projects with 25,399 units have been approved and construction started. Additionally, 113 projects with 142,450 units have been approved for investment. However, the development of social housing still faces some limitations, such as: not achieving many goals regarding social housing development in the "National Housing Development Strategy until 2020 with a vision to 2030"; the supply of social housing is still limited compared to actual demand; state management of social housing is still weak; the percentage of land reserved for social housing development in urban areas is low; and state budget support for social housing credit programs is still low, with few social resources allocated to social housing. In light of the above, on December 10, 2024, Prime Minister Pham Minh Chinh signed official dispatch No. 130/CĐ-TTg to promptly resolve difficulties and obstacles to accelerate the implementation of social housing projects. Based on this, localities will have to review and supplement planning, allocate land reserves, to develop social housing in urban areas and housing for workers as per legal regulations; strictly implement the regulation of reserving 20% of land for social housing in housing projects and urban areas; strengthen inspections and handle violations related to social housing development.

Following the Prime Minister's request, Minister of Construction Nguyen Thanh Nghi said that in 2025, the construction sector will focus on completing the institutional framework and legal policies, while reviewing the implementation of mechanisms to support housing for difficult groups. Among these, financial solutions and land support will be key factors to boost the development of the social housing market.

Many projects to be launched in 2025

In the joyful atmosphere of the New Year, the Ministry of Construction has presented Report No. 06 and Proposal No. 02 to the Prime Minister, suggesting the organization of a conference to discuss promoting the development of social housing and the real estate market. Sharing with VietnamPlus electronic newspaper, Deputy Minister of Construction Nguyen Viet Hung stated that the ministry aims to complete the construction of 100,000 social housing units nationwide in 2025. On the local level, Director of the Hanoi Department of Construction Vo Nguyen Phong said that under Decision No. 338 by the Prime Minister, Hanoi has been assigned the task of building 56,200 social housing units by 2030. Currently, the city is implementing 69 projects with a total floor area of approximately 4.17 million square meters, equivalent to 73,300 housing units. This year, the city plans to begin construction of two social housing projects in Tien Duong 1 and Tien Duong 2 in Dong Anh District, covering a total area of 80 hectares. Involved in social housing development in Hanoi, Hanoi Investment and Housing Development Corporation said that at the beginning of 2025, it will collaborate with Viglacera Corporation to start the CT3 project under the social housing investment and construction project in Kim Chung New Urban Area, Dong Anh District. The CT3 project consists of three apartment buildings, each 12 floors high, with a total of 1,104 apartments.
Director of Ho Chi Minh City's Department of Construction Tran Hoang Quan stated that in the coming period, the department will continue to advise the city’s People’s Committee on social housing development. The city aims to complete the construction of 93,000 social housing units by 2030. Director of the Dong Nai Department of Construction Ho Van Ha mentioned that the province has approved 9 social housing projects with a total of 12,000 units. According to the 2021-2025 development plan, the province will build 10,000 units, with 1,660 units already completed. Based on the legal obstacles being resolved and approved projects, Dong Nai expects to build approximately 9,866 social housing units in 2025. If successful, Dong Nai will not only meet but likely exceed the goal of building 10,000 social housing units in the 2021-2025 period./.
