PM calls for laws to reflect Party policies, boost development

Hanoi (VNA)🌠 – Prime Minister Pham Minh Chinh requested aligning laws with the Party’s policies and guidelines, especially the recently-issued resolutions, conclusions and directives, during the Government’s law-making session in Hanoi on March 19.

The session collected opinions on the revised Law on Atomic Energy, the Law on Science, Technology and Innovation, amendments and supplement to several articles of the Law on Economical and Efficient Use of Energy, and a proposal to update the Enterprise Law. PM Chinh underscored the need for these legal frameworks to remove barriers, pool resources for development, streamline bureaucracy, promote decentralisation and delegation of authority, while ensuring proper resource allocation and enhancing operational capacity and supervision.
He demanded clarity on what provisions to retain, cut, revise, or add, particularly regarding administrative simplification, decentralisation and delegation of authority, and contentious issues and their proposed solutions.

Rejecting the “ban it if we can’t control it” approach, he pushed for empowering local authorities under the principle: “Localities decide, act, and take responsibility”. Laws must be designed for effective enforcement, ensuring clear responsibilities, tasks, deadlines, accountability and deliverables, he said, directing all relevant authorities to thoroughly review existing legal regulations and ensure smooth and effective governance without legal gaps, toward creating new development spaces and achieving the set targets. Ministries and relevant agencies were assigned to promptly report enforcement hurdles to him and Deputy PMs, ensure timely and quality completion of laws and resolutions scheduled for submission at the 15th National Assembly’s 9th session, expedite the drafting and submission of laws and resolutions to facilitate the restructuring of administrative apparatus at all levels, and work closely with NA agencies in the submission and refinement of legislative proposals./.
