PM urges speeding up implementation of major expressway projects
Prime Minister Pham Minh Chinh has asked the Minister of Transport and Chairpersons of People’s Committees of the 38 cities and provinces where expressways run through to instruct authorities under their wings to conduct compensation and resettlement in line with legal regulations.

In a dispatch on speeding up the implementation ofimportant expressways signed on December 29, the PM, who is also head of the statesteering committee for national key transport projects, said that biddingshould be carried out in accordance with law, stressing the need to selectcontractors with sufficient capacity and experience to ensure quality and efficiencyof the projects.
Consulting contractors should be serious andresponsible in conducting study, making estimate and monitoring theimplementation of bidding packages, according to the document.
Competent agencies were also asked to regularlyinspect and supervise the project implementation.

Localities, investors and construction contractorswere requested to ensure that their management, licensing and exploitingminerals to make common construction materials follow resolutions adopted bythe National Assembly and the Government.
The document also cited the 2021-2030 socio-economicstrategy which sets the target of building about 5,000 kilometres ofexpressways by 2030, saying the National Assembly and the Government haveprioritised resources to expressway construction.
The minister and chairpersons will take responsibilitybefore the Government and the PM in realising the above-said requirements aswell as instructions made at meetings of the steering committee./.
The Ministry of Transport has approved a bidding plan for packages of 12 subprojects under the Eastern North-South Expressway project in 2021-2025 (second phase).
Construction will concurrently start on 12 component projects of the second phase of the North-South Expressway project (2021-2025) on January 1, 2023.
