Politburo, Secretariat discipline violating Party organisations, members

The Politburo and the Party Central Committee’s Secretariat on May 14 discussed and issued disciplinary measures for some violating Party organisations and Party members, including those of Ho Chi Minh City and Vinh Phuc province.

Hanoi (VNA) – The Politburo and the Party Central Committee’s Secretariat on May 14 discussed and issued disciplinary measures for some violating Party organisations and Party members, including those of Ho Chi Minh City and Vinh Phuc province.

After considering proposals from the Party Central Committee’s Inspection Commission, the Politburo and the Secretariat perceived that the Standing Board of the HCM City Party Committee in the 2010 - 2015 tenure violated the principle of democratic centralism, the Party’s regulations and working rules, lacked sense of responsibility, relaxed leadership and direction, and lacked examination and supervision. As a result, many violations and shortcomings occurred in the state management of land, finance and asset management and use, investment, planning and construction in the city, and lasted for different periods, thus causing serious consequences and risk of very big losses to the State’s money and asset as well as social resources, and letting many serious and particularly serious criminal cases happen. Many Party organisations, officials, and Party members were disciplined and subject to criminal punishments. Meanwhile, public concern was stirred and the reputation of the Party organisation and the municipal administration eroded.

Le Thanh Hai, former Politburo member, former Secretary of the municipal Party Committee, and former Secretary of the Party Civil Affairs Committee at and former Chairman of the municipal People's Committee, along with Le Hoang Quan and Nguyen Thanh Phong, former members of the Party Central Committee, former Deputy Secretaries of the municipal Party Committee, and former secretaries of the Party Civil Affairs Committee at and former chairmen of the municipal People's Committee, violated the principle of democratic centralism, the Party’s regulations, the State’s laws, the regulations on the things that a Party member is banned from doing and the responsibility of setting good examples, and working rules, lacked sense of responsibility, and relaxed leadership and direction.

Hai’s wrongdoings enabled many violations and shortcomings to occur at the Party organisation and administration of HCM City, causing very serious consequences; risking very big losses and wastefulness to the State’s money and asset; letting many criminal cases, including very serious ones, happen; resulting in many officials and Party members infringing legal regulations, disciplined and subject to criminal punishments; stirring public concern; and causing very negative impact on the reputation of the Party organisation and administration of the city.

Meanwhile, Quan and Phong’s wrongdoings enabled many violations and shortcomings to occur, causing serious consequences; risking very big losses and wastefulness to the State’s money and asset; letting many serious and very serious criminal cases happen; resulting in many officials and Party members infringing legal regulations, disciplined and subject to criminal punishments; stirring public concern; and eroding the reputation of the Party organisation and administration of the city.

The Politburo and the Secretariat concluded that the Standing Board of the Vinh Phuc provincial Party Committee in the 2015 - 2020 tenure violated the principle of democratic centralism, the Party’s regulations and working rules, lacked sense of responsibility, relaxed leadership and direction, and lacked examination and supervision. Those wrongdoings enabled the Party Civil Affairs Committee of the provincial People’s Committee and the provincial People’s Committee in the 2016 - 2021 tenure to commit many wrongdoings and shortcomings during the leadership, direction, and organisation of the projects/bidding packages related to the Advanced International JSC (AIC), its “ecosystem” and the FLC Group JSC, along with at some land use projects, causing serious consequences risking very big losses to the State’s money and asset, stirring public concern, and eroding the reputation of the local Party organisation and administration.

The Standing Board of the Vinh Phuc Party Committee in the 2020 - 2025 tenure violated the principle of democratic centralism, working rules, the principle of criticism and self-criticism, solidarity and unanimity within the Party, committed wrongdoings in personnel affairs, showed weakening in the combatant strength, lacked sense of responsibility, relaxed leadership and direction, and lacked examination and supervision, leading to many violations with very serious and difficult-to-remedy consequences and stirring public concern.

The Standing Board, with the direct involvement of the permanent members of the provincial Party Committee, let businesses manipulate and deeply intervene in socio-economic activities and personnel affairs. The permanent members showed a serious loss of solidarity while many officials and Party members, including some leaders, revealed degradation in the political thought, morality and lifestyle, took bribes, and were subject to discipline and criminal punishments, undermining the reputation of the local Party organisation and administration, according to the Politburo and the Secretariat.

They also looked into the wrongdoings by Duong Van Thai, member of the Party Central Committee, Secretary of the provincial Party Committee and head of the National Assembly deputies’ delegation of Bac Giang province; Mai Tien Dung, former member of the Party Central Committee and former Minister, Chairman of the Government Office; Pham Thai Ha, member of the Standing Board of the Party Committee at and Vice Chairman of the NA Office, and assistant to the NA chairperson; Nguyen Van Khuoc, member of the provincial Party Committee, member of the Party Civil Affairs Committee and Vice Chairman of the People’s Committee of Vinh Phuc province; Le Tuan Hong, former member of the provincial Party Committee and former Secretary of the Party Committee of Luong Tai district, Bac Ninh province; and Ho Van Diem, member of the Standing Board of the provincial Party Committee, Secretary of the Party Delegation at and President of the Vietnam Fatherland Front Committee of Gia Lai province.

The above-mentioned persons showed degradation in the political thought, morality and lifestyle, seriously violated the Party’s regulations and the State’s laws while performing their duties and fighting corruption and negative phenomenal, infringed the regulations on the things a Party member is banned from doing and the responsibility of setting good examples, thus causing very serious consequences, stirring public concern and leading to very negative impact on the reputation of the Party organisations and administrations of the localities and state agencies, the Politburo and the Secretariat said.

The Politburo decided to issue warnings to the Standing Board of the HCM City Party Committee in the 2010 - 2015 tenure, the Standing Board of the Vinh Phuc provincial Party Committee in the 2015 - 2020 and 2020 - 2025 tenures, along with Le Hoang Quan and Nguyen Thanh Phong.

It proposed the Party Central Committee expel Duong Van Thai and Mai Tien Dung from the Party and consider a disciplinary measure for Le Thanh Hai.

Meanwhile, the Party Central Committee’s Secretariat decided to expel Pham Thai Ha, Nguyen Van Khuoc, Le Tuan Hong, and Ho Van Diem from the Party.
