New York (VNA) – Ambassador Dang Dinh Quy, Permanent Representative of Vietnam to the UN, chaired an UN Security Council meeting on December 3 on addressing challenges of children without parental care in conflict settings.

Addressing the Arria-Formular meeting, which was held following Vietnam's initiative and co-hosted by Kenya, Niger, Norway, Saint Vincent & Grenadines, Russia, the US and Malta, Ambassador Quy stressed that conflicts and tensions across the globe have posed challenges to people, including children, especially those living without parental care as well as unaccompanied and separated children.

He held that although these children are the most vulnerable among vulnerable groups, international legal framework in the matter is still limited in giving general principles.

He stressed the need to raise public awareness of protecting and caring for the children as well as increase support to them at national, regional and global levels.

The Vietnamese representative underscored the necessity to further strengthen the UNSC responsibility in line with the UN Charter through existing mechanisms so as to deal with challenges and find solutions to the issue.

He affirmed that Vietnam has always placed top priority on children. The country, the first in Asia and the second in the world to ratify the UN Convention on the Rights of the Child, has given high priority to child protection and care, especially when Vietnam is performing the role of a non-permanent member of the council, he stated.

At the event, which drew the participation of UNICEF Deputy Executive Director Omar Abdi, as well as representatives from the International Committee of the Red Cross (ICRC) and Save the Children, participants welcomed and highly valued Vietnam’s initiative to organise the meeting. They held that the issue is the common concern of the international community, especially when there have been no full statistics and analysis on the real situation as well as difficulties and risks facing the children, especially amid conflicts./.
