Hai Phong (VNA)🌳 – The Prime Minister instructed localities nationwide to complete the eradication of substandard and dilapidated houses by the end of 2025. Thanks to a series of well-implemented initiatives, the northern port city of Hai Phong has emerged as one of the earliest provinces to achieve this goal.

Recognising the hardships faced by many families, the Vietnam Fatherland Front Committee, Farmers’ Association, and Red Cross Society of Hai An district have mobilised support from organisations and individuals to rebuild homes for those in need. Between 2020 and 2024, the city constructed and renovated 11,146 homes with a total budget of more than 400 billion VND (over 15.6 million USD). Alongside local resources, the city’s Vietnam Fatherland Front Committee actively promoted public engagement, encouraging contributions from member organisations and citizens.
These efforts raised tens of billions of VND through the “For the Poor” fund, which financed the construction and renovation of 1,187 "Great Unity" houses at a cost of over 50 billion USD. This initiative has enabled the city to continue fulfilling the dream of secure houses for low-income and disadvantaged households. With strong determination, Hai Phong has successfully eliminated poverty based on national standards for the 2020-2025 period, achieving this milestone one year ahead of schedule. According to Dao Trong Duc, Chairman of the Vietnam Fatherland Front Committee of Hai Phong, the city's success in eradicating substandard houses is the result of firm leadership by the municipal Party Committee.
Besides, coordinated efforts among Party committees, authorities, mass organisations, and the community stakeholders have played a crucial role in making the programme efficient and effective. Beyond state budget allocations, Hai Phong has actively mobilised contributions from businesses, social organisations, and individuals to secure sufficient funding for the initiative. Building on its success, the city will continue reviewing and identifying near-poor households and those with deteriorating houses to provide further support. Hai Phong remains committed to contributing to the national movement aimed at eliminating substandard houses and improving living conditions for disadvantaged communities./.
